High Rise Building Roof Top Access and Water Tank Security

 

Roof top access, water tank security and Elevator motor room security.

The recent killing of an Indonesian maid and her body subsequently dump into the water tank of one of the Housing and Development Board in a Woodlands block flat by her murderer has once again bring to the issue of ROOFTOP Security where the authority has over look or less stringent security measure is put in place.

 

What equipment and systems are installed on the rooftop?

The Rooftop is a place where water tanks, jockey booster pumps, water discharge down pipes and also Elevator motor room where the lift motor and its control panel are house there. This area may seem like no one is interested to go to unless there is a need to. Most of the time this area security are neglected, either these areas are left unattended, unsecured or not much care is put into it. Even when this roof top access has lock and key on the hatch, in most case this lock use the "Key in Common" meaning 1 key serve a few lock. In most case for convenience the maintenance contractor and subcontractor will carry duplicate key. This give them access to this area at anytime. In most case without supervision. Furthermore this maintenance staff are usually foreign worker.

 

Why must Roof top access be classified as restricted zone?

The rooftop area must be classified as Restricted Zone with very tight security control and should have very limited access only to very authorized personnel because of the sensitive nature of the type if equipment installed there that when compromised can cause massive casualty etc. People entering this area (Roof access to Roof top) must be registered and log into a system to ensure that traceability and accountability if something happen up there can be trace and recorded. On Roof Access, all the water tank and elevator motor rooms doors must be secured with double pad lock and if possible electronic surveillance, electronics access control, physical lock and key and monitoring systems put in place.

 

Why must such a tight and secure system be installed?

Since the 911 attack terrorist around the world are constantly looking at area where security is lagged and unattended area that when attack can cause maximum human casualty and life. Roof top is an area where terrorist can gain access and stake out for surveillance for a long time before attack is been carryout. A successful attack in these area the result are obvious.

 

If the roof top is indeed classified as Restricted Zone then how can the authority protected this area?

 

Roof Access Security

Basically the first line of Security is the the Roof Access Hatch. The Access to the roof is usually through a monkey ladder installed at the last floor to the roof. The authority must ensure that this roof access hatch is installed with a very thick stainless steel plate and c/w very secured security tamper proof lock (double keying system is better). The key to this roof access hatch lock must be kept in a very secured location where Login and Logout of this key is needed when authorized personnel need to access to this area. The record keeping of this personnel ensure that if there is a security breach on this area either using the actual key or duplicate key, the personnel can be trace.

In many sensitive premises where high security is needed this location usually use the 2 keys system to protect the location.
Once the authorized personnel collected the key from the management office. He will then proceed to the block and standby at the roof access hatch. He will call the management office and the officer in charge will sent an SMS message to the electronic locking system to unlock the electronic lock. Once this is done, the site personnel can then use his physical key to unlock the lock to the hatch and access to the rooftop. Once on the rooftop he will call the management office to inform the officer again to Lock back the hatch and he can proceed with his inspection of the equipment at the roof top and carryon with his work. An emergency break glass must be installed on the rooftop to ensure that in emergency if the Authorised personnel need to come down from the roof and the management officer is not reachable, he can then break the glass and come down, he then lock back the hatch with the lock and when he is back at the management office he will inform the management officer to replace the security break glass again. The roof top hatch key must then be returned to the secured key press and signed out.

 

Can this system be installed to the hatch of the water tank and elevator motor room? 

Yes. It can be installed to these doors and hatches for further added security.

 

Can CCTV be install on the roof top with minimum cost?

Yes. Most HDB's and some private apartments elevator now already installed with elevator surveillance system and the recording is either in the Level 1 electrical sub-station, the management office or the elevator motor room. As such the Town Council or the Management Corporation Strata Title (MCST) of that estate can erect a pole and install 1 CCTV camera overlook the roof top especially taking note of the hatch area where people climb up and down the roof access. The camera signal can then be integrated to the Elevator Digital Video Recording system. Depend on the type of the DVR system installed, some DVR can allow the maintenance and management officer to log in via the internet to view the roof top.

Application:

 

MONITORING             -

When WT-9001 detects unauthorized triggered / activation of roof access hatch or the doors sensor it will automatically send out SMS to the designated mobile phone numbers, the personnel assigned to monitor this area will

then have to sent some one to the site to see to the unauthorized intrusion.

 

CONTROLLING          -

WT-9001 is able to receive SMS instruction from an authorized mobile phone to turn ON / OFF or reset devices. like relock the access door or sent a signal to activate a local SIREN to warn and to scare off the person on the

roof top. This can be done by just typing an SMS command and send to the SIM Card number in WT-9001. It is so easy and convenient; everything is at your finger tips.

 

REAL-TIME                 -
